The Average Earnings Information System (ISPV) provides accurate and comparable data on earnings and hours paid of employees in the Czech Republic. The ISPV contains data from regular statistical survey called the Quarterly Survey of Average Earnings that is included in the Programme of Statistical Surveys maintained by the Czech Statistical Office (CZSO) and published every year as a Decree on the Programme of Statistical Surveys. The Programme of Statistical Surveys for the year 2011 is set by Decree No. 306/2010 Coll. to provide for the Programme of Statistical Surveys.
Quarterly Survey of Average Earnings represents the EU-wide harmonized Structure of Earnings Survey (SES) that provides detailed and comparable information on relationships between the level of remuneration, personal characteristics of employees and their employer. The SES is conducted under the Council Regulation (EC) No. 530/1999 concerning structural statistics on earnings and labour costs, and the Commission Regulation (EC) No. 1738/2005 amending the Commission Regulation (EC) No. 1916/2000 as regards the definition and transmission of information on the structure of earnings.
As for main variables, the ISPV provides information on the level and structure of remuneration (i.e. the level of the gross monthly wages and hourly earnings and their structure, i.e. bonuses and allowances, special payments for shift work, etc.) as well as on working period (i.e. number of hours actually paid, annual days of holiday leave, other days of paid absence, e.g. paid sick leave days).
An essential part of ISPV is the Regional Earnings Statistics (RSCP) which provides a detailed information on the wage levels in individual regions of the Czech Republic.
The ISPV is conducted by an individual workplace of the state statistical service at the Ministry of Labour and Social Affairs (MoLSA). The ISPV processing is supervised by a Stearing Committee of ISPV. Members of this Committe are representatives of the Czech governmental authorities (the MoLSA, Ministry of Finance, the CZSO, the Czech National Bank), trade unions and employers’ alliances (the Czech-Moravian Confederation of Trade Unions, the Confederation of Industry of the Czech Republic), research institutions (CERGE-EI, the University of Economics, Prague) and other institutions. ISPV is carried out by a private agency (TREXIMA, spol. s r.o) on behalf of the MoLSA.
